About NCYRA

On August 4th, 2010, the Northern California Youth Rugby Association (NCYRA) was formally established at the Annual General Meeting (AGM) in Dixon, CA. The NCYRA will soon be a 501(c)3 non-profit, California corporation. It is governed by a Board of Directors (BOD), which is made up of four Officers (President, Vice President, Treasurer and Secretary) and the various Conference Representatives, including a Referee Society Member.

Each Conference, for example, Boys Varsity Gold Redwood Conference and Coed Under 12 Sacramento Conference, has an appointed/elected Representative to sit on the BOD. There are currently 16 Conferences.

All significant issues, such as approving the Annual Budget and quarterly finance reports, as well as approving Committee programs and budgets, are done by the BOD. The BOD meet on a quarterly basis, generally on the 1st Wednesday of the months of August, November, February and May.

Any items that impact the corporate structure, policies or direction of the NCYRA, such as changing the Bylaws or Policy Statements, or electing Officers, is done by the general membership (ie. Club Representatives) at the AGM, to be held each August. The day-to-day operations are carried out by the Officers and the Administrative Staff.

In addition, the NCYRA is comprised of working or Standing Committees, which do the bulk of the work of the association and provide direction and guidance to the BOD on their respective areas. The Committees are made up of between 3 and 7 members and are run by a Chairperson. The Committees include: Boys High School, Girls High School (or Under 19 Club), Middle School, Youth, Public Relations, Budget, Inter-Conference Disciplinary, Inter-Conference Competitions, and High Performance (All-Star). The Committees meet (or conference call) regularly and establish their programs with their given budget and Master Schedule parameters.

The NCYRA reports directly to USA Rugby and coordinates with the NCYRFU Referee Society and the Pacific Coast Rugby Football Union.
